Euro-Mediterranean Human Rights Monitor:

▪Israeli “quadcopter” aircraft tracked civilians in Gaza and deliberately targeted them.

▪Documented records show about 60 civilian fatalities as a result of the targeting by these aircraft in the period from 10 October 2025 until September 2026.

▪The victims included children, displaced persons and farmers who were precisely targeted despite their civilian status and the absence of any military threat.

▪The aircraft are equipped with cameras, firearms and explosive munitions that enable the operator to monitor individuals, track them and hit them with high precision.

▪The technical capabilities of these aircraft reduce the margin of error and indicate the deliberate targeting of civilians rather than their accidental killing.

▪The main patterns of attacks included direct bullets, explosive bombs and fire control to target civilians near the yellow line.

▪Deliberate targeting constitutes a war crime and a crime against humanity and falls within the context of genocide against Palestinians.

▪The international community is called upon to act immediately to stop the genocide and ban the export of drones to Israel immediately.

▪The International Criminal Court is called upon to include “quadcopter” aircraft in its investigations and hold leaders and operators criminally individually accountable.

▪The United Nations is obligated to take urgent measures to preserve evidence of the attacks and prevent the destruction of aircraft data and targeting records.

▪Manufacturing companies are called upon to stop support for the aircraft and to fully cooperate with international investigation committees to ensure justice.
