Palestinian Civil Society Organizations Coalition:

▪ We affirm that the legislative elections are an inherent right of the Palestinian people and a national and democratic entitlement to renew legitimacy and build institutions based on the popular will and the rule of law.

▪ We welcome moving forward with holding the elections scheduled for 28 November 2026 as a key step to end the state of stagnation and institutional division and to enhance political participation.

▪ We affirm the need for the elections to be free, fair, transparent, competitive and inclusive, and to guarantee citizens' right to vote and run for office without exclusion or discrimination.

▪ We believe that the unity of the electoral process must include Jerusalem, the Gaza Strip and the West Bank as an expression of the unity of the people, the land and the Palestinian cause.

▪ We demand ensuring the participation of displaced persons and those affected by the war, and not turning the loss of homes, documents or places of residence into a reason to prevent them from exercising their electoral right.

▪ We affirm the need to protect the independence and neutrality of the Central Elections Commission and enable it to carry out its duties بعيداً عن أي تدخل أو ضغط سياسي.

▪ We call for providing an environment that guarantees freedom of opinion and expression, assembly, electoral campaigning and media, and protects candidates, activists, journalists and observers.

▪ We affirm the importance of ensuring the genuine and effective participation of women, youth, persons with disabilities and marginalized groups in elections, candidacy and decision-making.

▪ We warn against the use of political money, vote-buying or the exploitation of humanitarian needs and public resources to influence the will of voters.

▪ We call for independent and effective local monitoring of all stages of the electoral process and for benefiting from international monitoring in accordance with the legal frameworks.

▪ We affirm the need to combat hate speech and electoral disinformation and to ensure that all lists and candidates reach citizens in a balanced media environment.

▪ We affirm the need to respect the election results and to resort to legal and judicial means when objecting, in a way that ensures the peaceful transfer of power.

▪ We believe that the legislative elections should be an entry point to complete the democratic process, including holding presidential elections and activating the institutions of the Palestine Liberation Organization on democratic and representative bases.

▪ We call for a comprehensive national dialogue that enhances political pluralism, reconciliation, participation and accountability, and rebuilds the Palestinian political system on democratic foundations.

▪ The Palestinian people deserve elections that reflect their free will and an effective parliament that is subject to accountability and protects rights and freedoms, and the success of the elections is measured by the extent of their integrity, inclusiveness and respect for their results, not merely by their holding.
