Euro-Mediterranean Human Rights Monitor:
▪After eight months since the establishment of the Peace Council to oversee the recovery of the Gaza Strip, we review its achievements since its launch in January.
▪Genocide: The UN fact-finding commission indicated that there is strong evidence that Israel continues to commit genocide in Gaza, according to its investigation into crimes against Palestinian children in the occupied Palestinian territories between 7 October 2023 and 31 March 2026, and that the council did not stop it.
▪Protection of civilians: When the council’s mandate began on 22 January, the number of killed in Gaza since the ceasefire stood at 477, then rose to 1,402 by 23 September, an increase of 925 under the umbrella of the council tasked with establishing peace.
▪Humanitarian aid: The council failed its simplest test, as families received half their food rations in February and March.
▪By September, the aid delivered met only 50% of the minimum calorie requirement, while two-thirds of Gaza’s population suffer from acute hunger at crisis level or worse according to the IPC classification.
▪Health care: Under the council’s administration, only 19 hospitals out of 36 hospitals in Gaza are operating, all partially, and there is a severe shortage of medicines, equipment and fuel, cancer and kidney patients lack the necessary treatment, tens of thousands need health care abroad, while medical evacuations remain limited.
▪Basic services: About 90% of Gaza’s water and sanitation infrastructure has been damaged or destroyed.
▪By August, 91% of the assessed families faced water insecurity, and about 70% of them received only 6 liters per person per day, while the minimum in emergencies is 15 liters.
▪Recovery: Gaza needs $71.4 billion to restore basic services and infrastructure and revive the economy, which contracted by 84%.
▪The council waited 8 months to unveil a $2.45 billion plan, which includes 66 projects whose implementation lacks funding and access, and to this day reconstruction work has not yet begun.
▪Conflict of interest: Council member "Kushner" oversees Gaza, while his company holds a stake valued at more than $1 billion in Phoenix and investments exceeding $456 million in 9 companies supplying the Israeli army.
▪In July, Affinity sold shares for more than $340 million, realizing 5 times the value of its investment.
▪One undisputed achievement: Israel became a founding member of the Peace Council on 12 February, thus the occupying power secured a seat at the table.
▪Palestinians under occupation got no seat, no protection and no voice, and this is the council’s true record.
